I am ok with less of an open world if the game play is fun. That's not why Fallout 4 is deemed an inferior Fallout game...

Destiny 2 won't have his maps for PvP. CoD has small maps. Titanfall 2,even with their titans, had small maps.
PvP games that only offer boots-on-ground gameplay have small maps to suit their player limit and the interactivity between each player. If vehicles are in the game, of course the maps would be bigger so as to better suit all play styles. Just look at Battlefield 4.
EDIT: Forgot to mention that Evolve had big maps and the players didn't like the game because it was more like Hide N Seek.

Why was the story half assed? Because they spent too much of their limited resources on making such a massive map instead of on plot and game play. So whether or not it was THE reason Fallout 4 was not great, it was certainly one of the big reasons. Actually, their big map, being dense with so many things to do was a positive thing.
The reasons why it didn't live up to the Fallout community's expectations was because it lacked proper RPG elements, and it turned into simple a game like Skyrim. It no longer had consequences to your actions, and the game didn't recognize your achievements. You were just another guy with a gun.
That is why Fallout didn't go well with the niche community. That said, it did extremely well with the general audience, and in terms of sales, that's all that matters. I think it's their most successful game, beating even Skyrim, if I remember correctly.
If Fallout 4 had a small map, say the size of 1/4 of the actual map, then that'd be a problem.
